If looking for a masterclass in poor expenditure and plunder of public resources, well, HomaBay County offers just that. Ballooning costs, questionable and dubious feasibility studies which actually are con-tracts appear to be the new normal  – in HomaBayCounty#7.

The County of HomaBay has earned the dubious distinction of trail blazing among the Counties leading in showcasing still born feasibility studies, demonstrated in projects presented by a  HomaBay County Government.

In the report by Trade Agriculture and Investments CEC Professor Peter Ogada, who is also a former  Managing Director Kenya Industrial Research and Development Institute and Moi University Holdings Limited.

It increasingly appears, these feasibility studies were meerly smoke screen schemes as the vultures started circling, concerned less with service delivery than with the clarion of public-private greed.

The following five were cited as value addition factories whose feasibility studies were complete and implimentation were at various stages of commencement and  incomplete, records suggest that at least Kshs. 61 Million was siphoned.

‘They sold us deads dream’

It increasingly appears, these feasibility studies were meerly smoke screen schemes, as the vultures started circling, concerned less with service delivery than with the clarion of public-private greed.

These questionable projects, while others are entirely non-existent were projects purportedly located in various sub-counties of HomaBay County.  The schemes include ;

  1. Cassava Processing Plant purportedly at Rangwe at a cost of  Kshs 2.5 Million  – non existent
  2. Nuts Processing Plant purportedly at Ndhiwa – at a cost of Kshs 22.5 Million  – non existent
  3. Hides & Skin Factory at unknown location purportedly at cost of Kshs 750,000 – non existent
  4. Potato Processing Factory at unknown location at purportedly cost of Kshs 750,000 – non existent
  5. Sunflower Processing Plant at unknown location at purportedly cost of Kshs 1.5 Million – non existent
  6. Water Processing Plant at unknown location at purportedly cost of Kshs 3.75 Million – non existent
  7. Cotton Processing Plant at Kendu Bay at purportedly cost of Kshs 15 Million – non existent

List of dubious agricultural projects by HomaBay County Government

Public Interest 

Someone must be held accountable for this wasteful usage of public money.  We strongly believe no value for money was provided to the people of HomaBay by conducting these “feasibility studies”  at such inflated costs, and where are the projects? This ought to be investigated ……
