On Nov. 8th 2018, The Homabay Monitor revealed how The County Government of Homabay was embroiled in a dodgy contract with S**O Investments. And posed the question Why Homabay County isn’t ok – is mediocrity tolerated?
It further disclosed how the County Government of Homabay, through the Ministry of Trade Industrialisation and Investment planned to improve 40 markets within the county.
Also laid bare, was the demand letter by S***O Investments who won the contract for “Spreading Murram and Drainage works” at Rangwe Market. It further revealed, how the contractor had written [exerpt here-below] to the County Government claiming payment for work complete.
Claims, which a visit to Rangwe market revealed, were incorrect and misleading. Works undertaken by S**O Investments at the Market were NOT COMPLETE and some of the works NOT DONE altogether. This and all despite demands by S**O Investments for payment of Kshs. 1,464,397 allegedly for complete work.
In a letter [here-below] to the Chief Officer – Trade Mr. Antipas Ng’ete, also copied to the CEC, Trade Industrialisation and Investment, Mr. Carilus Ademba, Homabay County Citizens Association [Bunge La Wenyenchi], through its Speaker Walter Opiyo, expressed “concern that the contractor is carrying out the works with a lot of falsehood meant to cheat and defaud the public”
Notably, the contracts did not go out to tender…. nor were they advertised in accordance with the law, raising even more questions!
